Why can't i rate the user, Emmett , pictures on the Avril Lavigne spot?

I really want to rate them because he rated some stuff of mine on another website and now i want to pay him back :)
I'm new to fanpop, i joined so i could rate them but now it's not letting me??

Does Emmett use the same computer you use? You're not allowed to rate content uploaded from the same computer. If that's not the case, then you might want to message one of the F4 and ask them what the issue is.
