Anyway, Juvia's water magic has been shown to be immensely powerful, the recent magazine even referred to her as a mage of 'immeasurable ability' . Minerva would be incapable of completely diverting Juvia's attacks and water can resist gravity (Google it if you don't believe me) so definitely Juvia.
