-the weather (you don't want to walk your dog for long periods of time when it's too hot or too cold, or when it's raining)
-how often your dog needs to go out to go to the bathroom (I have one dog who's good if we take her out two or three times a day, I have another who needs to go out four or five)/how well house trained your dog is
-your particular living situation (I have a house with a yard where my dogs can also go out and run, so my dogs don't need to be walked very often, if at all)
-the age of your dog (puppies may need to be walked more often than, say, a 6 year old)

The best time of day also varies. I live in a small neighborhood with no sidewalks. The best time of day, for me, is first thing in the morning (8 am ish). It's cool, but not cold. People have left for work, but everyone else isn't up and leaving yet, so I don't have to worry about traffic, pedestrians, other dogs, ect.
However, that's a bad time for my sister, who lives in an apartment.
