This one is very difficult to compare, because according to the 10th Anniversary Special Edition DVD commentary of Pocahontas, prejudice was the main villain of the film not Ratcliffe. The main villain of Pocahontas wasn't a physical entity, whereas in The Hunchback of Notre Dame, Frollo was indeed the main villain so I don't really think they can be compared.

By far, Frollo is creepy, realistic and scary. He also has the best villain song. Ratcliffe is a fat, greedy and uninteresting villain.
