Frollo's evil as hell but hes weak. He'd need an army
The horned king is another one that I think can
Ursulla only has powers in the sea.
Scar can be shot and boom dead.
Clayton no match for any of them.
Jafar is another one that be up there. He'd fight well.
The wicked queen shes alright.
Step Mother is just evil.
And Gaston is just strong.
So I say either Hades, Jafar or The Horned King.
