Shang was about pride and nobility, but Mulan had proven herself to be a worthy soldier and worked hard, and did it for her father, which you saw he had a soft spot for. I think he only pretended he was going to to set an example. He wouldn't have killed any soldier unless they turned out to be a traitor, I think. posted over a year ago.
