Question about Giselle

Okay, we all know that Giselle is not including in the DP lineup because of legal reasons and is not feature in the Disney theme parks. Then why is it that Mary Poppins is in all of the Disney theme parks? Is it because they have to pay Julie Andrews royalties too? If so, why didn't they do the same thing for Giselle?

For example, Charmed tv show had four heroines, but in the comics they could only use the faces of three of them, since the fourth actress didn't let them use her image.
