Is Cinderella sets in Belgium?

Ok, I know that most people points to France. But on IMDb, one user points it to Belgium due to Cinderella's cloaks.

d) Some names sound very French (ie: Jaq, which sounds like short for Jacques, which is the French form of Jacob- this seems like a reliable piece of evidence since Cinderella gave the mice fancy names and then nicknamed them, like Gus, who's real name is Gustav I believe.)

And Cinderella doesn't wear a cloak, so I say France.
