Kazeshini. However, this would be a close battle. Wabisuke is quite slow, whereas Kazeshini excels in fast, unpredictable movements. The results would go to Kazeshini, because the spirits can't use Kido. In a fight between Izuru and Shuuhei, it could go either way, as Kira knows more Kido, but Shuuhei is faster.

Yeah, but this is between Kaze-kun and Wabi-san... Kira's objectives are irrelevant. The fact is, Wabi-san would have to catch Kaze-kun, which would be no easy task, given how difficult it is to predict the movements of his blade - thye only person who has shown they can was Tousen, who could only do so because he was blind. Plus, that ball and mace on Wabi-san's back must be pretty heavy and clunky, making it difficult to move quickly.
