Ok seriously why does everyone say Balto is disney.

Well, one, it is a children's movie. Also the fact that talking animals are in it. So yeah, I guess that's two reasons why people get it confused.

i think becuase its characters does look like disney and usally Disney makes a movie that good not unversal.

I'd say because Balto is a relatively obscure film and therefore people don't know any better. Also it's from an animation company that only made 3 films and isn't around anymore so unless people saw the 2 other films or are film buffs they probably wouldn't recognize their work.
