Does anybody know where to make fan art? Because I want make my own fan art.

Anybody out there I really want to put pictures on my FC on fanpop but I don't know how I can draw really good on paper but not on computer or iPad or any tech stuff I can draw on those tech stuff but not perfectly I just want it to look like digital art like soe people out there can do because some people do know how to do that.
