I used to think he was but he's a non bender who hates bender. And the benders he hates most are the firebenders due to one burning his face so I just don't see it anymore.

Yeah, while that being a real problem in her life, she was only 14 when it happened- Zuko changed a lot through a course of a year, so I do think that Azula has a shot to get on her feet again if given proper treatment.
