They are two different things, first off.

An OVA series is a few episodes that have a different/no plot compared to the original. These episodes will be marked OVA when shown to avoid confusion.

Series that have OVA episodes:
Baka Test
Lucky Star
Black Butler
Tonari no Kaibutsu-kun (only one OVA episode)
etc.

Filler episodes, on the other hand, are official episodes in a series that have no relevance to the plot, and are just for fun. Long running series are prone to this, whether it's just a beach episode or a whole arc.
Series with filler episodes:
Naruto (So much filler!)
Bleach
Durarara (12.5)
TMOHS (So much that it seems that the series loses its plot all together.)
Black Butler (random mysteries that hold little importance)
etc.

Also, something that might also bring up confusion is something called spinoff series. These are similar to OVAs, but usually have more episodes. Also, a big difference is that the drawing style is changed from regular into chibi. These spinoff series are ment for comedic purposes, making jokes about certain characters or their abilities.

Series that have spinoffs made of them:
Baka Test (This is the one of the only series I know with an OVA and a spinoff)
Attack on Titan (or so I've heard)
Toradora
Naruto (spinoff is called Rock Lee and his Ninja Pals)
Lucky Star (this one has no chibis, and is called The Miyakawa Family's Hunger)
etc.

IMPORTANT NOTE: NOT ALL SERIES HAVE OVAs/FILLERS/SPINOFFS. SOME HAVE ONE, OR OCCASIONALLY TWO OR THREE, BUT OTHERS HAVE NONE, BUT INSTEAD, ANOTHER SEASON. too many caps~

Hope I helped!
