Jigoku Shoujo, or Hell Girl in English. It is mainly horror but many episodes were very sad, touching and tragic. Probably the anime I've cried the most watching. Even the manga makes me cry.

All three seasons had sad endings and touching stories so this is my winner. Of course, several other episodes also made you want to kill certain people, or can scare you, so this is definitely an anime that rouses up all your emotions. I highly recommend this.

and naruto its not all sad but there is some eps like when sabusa and haku died that totally killed me! or when sasuke finds out about itachi i mean is hard not to cry!! LOL =)
