There's too many people in WWE for them to push Raw and SmackDown together and act like they're one brand. There are at least 40 Superstars on the main roster alone! What's the point of the brand split if SmackDown guys show up on Raw and Raw guys show up on SmackDown week in and week out?
For that matter, think about the health of the Superstars. Imagine having to wrestle two times a week when you're assigned to Raw! It's very unfair to them, and it will result in everyone getting injured way more often. Wrestlers are people, too, and they get hurt just like everyone else. :/
