It's gotta be RAW. In it's active roster, the top 5 are Sheamus, John Cena, Randy Orton, Edge and Chris Jericho. The best 5 active superstars from SmackDown would be Kane, Rey Mysterio, The Big Show, Jack Swagger and CM Punk. Just compare them basically. All the active SmackDown champs either have 3 and under World Titles, so RAW would be the best by far
