Can people understand Wishbone?

During the episodes we here Wishbone's voice, and the characters, in the books at least, seem to react to what he says, but there's no animation of his mouth, and he barks.
So my question is, can Wishbone talk so other people can understand him, or is what we hear is just his thoughts, and he imagines the characters in the books responding accordingly?
