I'll keep my answer short.
No. A vocaloid (Vocal android) is a singing/voice synthesizing software.
Many people mix them up because the vocaloids look like anime characters. However, they're not anime characters, never have been and never will be unless a company creates an anime starring the vocaloids.
And no, the anime "Black Rock Shooter" is not about Miku or any other vocaloid. Miku sings a song about Black Rock Shooter, but except the song, they have absolutely no connection.
Anime and Vocaloids are completely different. They have nothing to do with each other.

No. Most Vocaloids do have anime style avatars, however, Vocaloid as a whole is not an anime in any way. It's simply a set of synthesized singing voices.

If you or your friend are looking for more information then the Vocaloid wiki is fairly accurate, and can therefore be extremely helpful: link

Actually, the first Vocaloids were English! They were Leon and Lola! There is also a Korean Vocaloid as well. Her name is SeeU. AND there are also Chinese Vocaloids. That proves my ponit. It's just that the Japaneses one have more popularity!

Lol! looks like you are actually right. Japanese ones are more popular so it's commonly assumed they originated there.

well, according to the wiki, Vocaloid was an international project between mostly Yamaha (Japan) with research from places such as the Pompeu Fabra University (Spain). The first studio on board was Crypton Future Media who were tasked with finding English studios to work with so a English version could be produced. Only Zero-G took up the offer; due to this CFM were suprised when PowerFX asked to join soon afterwards. Both English and Japanese vocaloids were worked upon about the same time though English Vocaloids were released first.
