I never thought that Victoria was COMPLETELY evil. She's living the normal way of a vampire, you can't blame her. And besides, Edward killed her mate, and she has to live life without him. Revenge should be balanced out, and Victoria did balance it out. An eye for an eye, as the saying goes.
Course it's evil. There's a huge difference between vengeance and justice. Vengeance comes from the need to inflict pain and as much suffering as possible on a person (ie doing an evil act on a person) and justice is doling out deserved punishment. Victoria was not looking for justice. She was evil. She and James were the ones who decided to take on the Cullens. They were the ones who targeted Bella first, knowing what the ramifications were likely to be if they were not successful. Knowing this they still went ahead and hunted down and attacked Bella. Victoria then decided neither she nor James bore any responsability for the consequences of their actions and took off to kill Bella yet again.
cunha27 explains it perfectly. She was seeking revenge, not justice, and James had known the risks when he specifically chose a target who was being protected by a vampiric coven. The risk was probably what interested him.
