This is SM's response: When someone becomes a vampire, it’s as if they are frozen exactly as they are in that moment. His or her (and we’ll go with her because it’s more central to this discussion) body no longer experiences change. Hair does not grow, nor do fingernails (if you cut your hair, you’re stuck. That’s why Alice’s hair is so short–it was growing back from being shaved in the asylum). This applies to all changes–so a woman would no longer have any kind of ovulation cycle. If she were already pregnant when she was bitten, both she and the fetus would be frozen in that state.

Hey, I think it's better to have this question be a comment rather then a main question because I think I'll offend some people here; Can vampires take drugs or get high?
no they can't drink beer nor take drugs... their bodies only accept blood and that is why they don't drink or eat anything besides blood... they can eat food (like edward did with that pizza) but there is no liquid or enzymes to melt it so they caugh it out.. they also don't retain blood in them since they can't digest it... after they use all 'the good stuff' from it they also caugh it out.. you can check out what SM said abou this here: link under vampires and pregnancy question...
Actually, I think so as new born vampires. They're undead and when humans are dead, for the first few weeks or so, there hair and nails keep growing. So therefore, as newly undead, vampires' hair can grow out for about a month
but it doesn't grow anymore afterwards because hair and nails are dead cells. since vampires probably don't create more cells (frozen in their state like Nahla1309 says) there aren't any new dead cells to make hair or nails grow. i can just imagine rosalie if she breaks a nail :)
well that probably depends on what type of vampire on old-timey vamps they caN'T grow their hair,nails,anything but they can't go in the sun ether-Twilight vampires break all the rules so I think they can
