Twilight Series Question

In new moon,just before bella and alice left for volterra,jacob promised that he will protect charlie and said"screw the treaty" even though alice was gone and bella told him that the other cullens werent coming back.

I don't get it, what was the point anyway?The cullens were gone.the treaty didn't apply then.Jake and his pack can protect charlie and be werewolves without fearing to breakthe treaty.

Well, when Alice came back, or any of the cullens for that matter, the wolf pack cannot cross the boundary. So, since Alice came back to see Bella and check on her, Jacob couldn't be caught fighting on the cullen's side of the line. Since Victoria was on the loose, Jacob meant by "screw the treaty" that he would protect Charlie even if the Cullen's were back. He wanted to keep him safe.
