Rosalie's last name when she was human was Hale and since Jasper looks a little like Rosalie the Cullens pretend that Jasper is Rosalie's twin because they are supposed to actually be related to Esme.

im pretty sure cuz rosalie and emmett r goin out and alice and jasper & i think they dnt want people 2 think they're related and going out. idk i think thts the reason
The first answer is part good...but why still pretend they are twins if not necessary will you ask? Well, it was said in one of the books that Rosalie decided to keep her human name and not take Cullens because it was the only thing remaining about her human life and we all know how attach to her human life Rosalie is!
