Can Jacob see in the dark even when he's not in werewolf mode?

I remember in Eclipse Jake carried Bella up the mountains at a super fast speed. I got the impression based on this scene that he doesn't have to be a werewolf to use his superpowers. So my question is, can Jake also see in the dark when he's human?

In Breaking Dawn when he's at the wedding. He tells Bella that she's beautiful. Bella says that Alice worked on her all day and that the dark also helps. Jacob answers: it's not so dark for me
I think it means that he can see in the dark as human as good as being in his wolfform
