Yes there can be girl werewolfs. Cause in eclipse there is a girl wolf called Leah.

Leah's the only known wolf girl, but it isn't clear why. Possibly the families are male-heavy, and the other women mentioned aren't still in La Push, like Jacob's sisters. It doesn't explain why there weren't female wolves in earlier generations though.
