The books are written from her point of view. Every thought, every movement it's there. It's all on the table. And we see what she does, the right or wrong thing to do. The most honest character in a sense that she can't lie to us because it's all being written down. (i don't know if that makes sense)
People say she whines and is critical, but aren't we all like that? In our thoughts? People just don't know because we don't allow them to see. But since her story is being written as she was thinking it, how could we possibly judge Bella?
People hate Bella because she doesn't know what she has. 1, 2, 5 guys attracted to her, even though she's an average girl. Edward and Jacob fighting over her. People that care for her: her human family, the tribe at La Push, and her Cullen family. She's selfish and she uses some of them. But... aren't we all selfish? Don't we use things, things that we aren't even aware of, to get what we desire?
Another reason I think people hate Bella is because they see alot of themselves in her. Traits, maybe not even to our knowledge, she possess that also belong to us. I can be obsessive sometimes (exhibit A: Twilight), I can be selfish sometimes, I can whine sometimes. I do alot of what Bella does.
She may not be a typical teenager and has a screw loose, but she has good traits too. Granted, I hate some of the things Bella does. Some of them out of character and completely and utterly wrong. But what's a character without some flaws? People focus on the bad because it's easy to criticize. It's easy to zoom in on the bad and blow it up and point fingers. However, Bella does has some qualities that should be recognized. You just have to look a little harder for them.
EDIT: Oh, and if people are going by the movies, then I don't think their conclusion of Bella is very accurate. Because, with each book adaption, things are lost in translation. Whether the emotion of the book, character development, plot, etc. And for most of the Twilight movies, I can say that the emotion of the book and the character development have been lost. Bella is not the same. Edward is not the same. Jacob is definitely not the same. The movie characters are different than the book characters. If people truly want to understand the characters, they need to read the books. That's the main source. :)
