What is a Mary Sue?

Some people describe Bella as Mary Sue on YouTube. I think they're saying she's similar to a character, but what exactly are they saying?

A Mary Sue is a girl who always follows the rules & does what shes told. Also shes ALWAYS the hero & comes out looking good in situations, for example she might run somebody over but it would turn out that the person was like some evil rapist who deserved it. Basically they are very boring/not very exciting
