I think this poll's too broad. Chimera, Cassandra, and Mitzi weren't on the same level as Valtor or The Wizards of the Black Circle. They were more like nuisances (especially Mitzi), and they were all manipulated by those villains. I would have limited this poll to the main villains, but that's just me. Anyway, I chose Tritannus. I hate him not only as a villain but as a character. His motivation was silly, and he was weak and not intimidating at all. He was just an angsty teenager having a temper tantrum.
