I don't think that she looks like Stella.The only think that they have in common is that they both have long blonde hair and its not like Iginio Straffi was the first person that created a magical girl character with blonde hair.

I'm not really talking about the blond hair, I'm leaning more towards the design of the outfit she's wearing. Despite the color swap, it looks a lot like Stella's Magic Winx.
