Ice can freeze water.
Also, Icy is pretty strong. I don't know how strong Katara is tho, but I'm sure Icy'd win.

Water freezes. On top of that Icy;s more ruthless. And she knows how to use her powers better.

Katara can master blood bending, literally controlling icy from her own blood stream, plus water bending controls water, steam and ice, as well as freely change them from one form to another easily, icy just commands ice, katara would win hands down.

Katara is strong but Icy would easily beat her. Not because ice will freeze water (Katara an use ice too), but because Icy is very powerful.

Katara can only use bloodbending on a full moon, Icy has accesses to the entirety of her powers at all times. I believe that the fact that Icy could freeze water could cancel that out. While yes she can bend ice and steam, she needs water to do so. On top of that water needs to be present for Katara to use it, where as Icy can conjure up her own ice without it being there in the first place.

Icy is stronger for sure. She would totally win.
