By the sense they are dressed they are looking like Minor Villain and maybe its possible they, of course
they won't be "main" villain but they can be minor villains.

I half and half agree nmdis. They could be minor villans. But then I think about that scene and the trailer, they might also just be some dudes that are jealous of Sky being a prince/king in training, and are messing around with him, being bullies i guess.
