When you know the whole story, it's not that weird. He's just not done with his grieving. He might take it to another level, but it's Negan XD

His saving people speech from this episode further contextualizes his relationship with Lucille. I can understand non-Here's-Negan-readers thinking his relationship with Lucille is super-weird, but if you know his trauma, it all makes sense.
