Even if the actor/actress is good at acting, good looking etc. the character won't be interesting without the good storyline. :)

Both are VERY important, but if you must ask me to choose I'd say the actor,because if we have a character with a good storyline but a bad actor/actress I won't be invested in the story enough, but I can tolerate/like a character with a bad storyline if the actor is good, because he won't ruin the show for me.
