New villain for season 4: The council 2.0 =D But seriously, I think it's good that the council isn't just sitting there, because they are meant for doing something about all the 'vampire crap'. That doesn't mean I want them to kill Caroline and Tyler, though.

Kinda. But the council was so completely useless in all seasons I can't really bring myself up to worrying. Alaric will probably kill everyone in the next episode, lol.
