Does anyone know who is going to play Meredith, or if she is even going to be on the show?

she is not in the tv series.

They might bring Meredith into the show i think.

There is a Meredith but she is a doctor and is not really Elena or Bonnie's best friend or any thing she's like an adult and so far I've gotten near the end of season 3. And there is a Meredith like I said before but not the same one as the book. I think Caroline has been replaced by Meredith in a way I mean shes not meant to track vamps coz she is one but she's like the third bf other two being Bonnie and Elena and anyways the books are soooo much more different than the episodes and I prefer the episodes.
So basically the answer to. Ur question is I think no
