Dunder Mifflin/Sabre probably wouldn't re-hire David Wallace, since they just canned him and the rest of the higher ups when they bought out the company. Jan has a kid, seemed unstable the last time we've seen her, and I'm sure the Sabre execs are aware of her history with Dunder Mifflin. Stephen Merchant doesn't really make any sense, and David Brent would be played out and unrealistic. Brent was a regional manager and an F list celebrity in the U.K. version due to his incompetence, so I seriously doubt, if he even exists in The Office's U.S. universe, that Dunder Mifflin/Sabre would hire him. Not to mention adding him to the U.S. version would be like a paradox and/or bizzaro world type deal. Todd Packer would be a solid choice, as the regional manager of a comedy show like The Office would need to be inappropriate and out there like Michael, which Packer definitely is. What about Jim and Dwight? They've both had brief stints as manager, and either or both of them would seem like the most likely replacement for Michael if it does indeed come down to that. My personal opinion, if Steve Carell does leave, I'd like to see Dwight as manager and Jim as his reluctant assistant regional manger/number 2. This would open up plenty of opportunities for Jim to screw with Dwight and his unorthodox methods as manager (from what we've seen from the season 3 finale "The Job.") Also, add Todd Packer as a full time sales rep at the Scranton branch. Obviously no one and nothing will ever replace Michael, but, in my opinion, this seems like a plausible, funny, and intriguing concept for The Office to use as they bring the show to a close.
