Well, he's now part of corporate and is Michael's boss. He probably can make big decisions.

Corporate management positions don't require you to have the basic skills of the job. They're in an entirely different ballpark. They require you to have knowledge of the inner-workings of the industry, the challenges it faces, and the ability to make decisions based on that. Ryan may have a lousy sales record but he's proven in both Initiation and Business School that he knows what Dunder Mifflin is up against... and I'm assuming he at least has an idea of what to do about it.
