What was Dwight doing/trying to do with Andy's phone?

Yeah, I was confused about this whole scene :/

I think it was a collaboration of different parts which were deleted. So first off there was Michael confronting Pam and Dwight about Toby's return, then Dwight returned Andy's phone (after using it to give the police a tip-off about the 'drugs') and then Dwight distracts Toby by making him explain photos while Michael plants the 'drugs' only he gets stopped by Meredith and... we learn some interesting information.

Thanks for clearing that up, Happyhour. I think part of my confusion was due to the fact that I had a really hard time hearing it. I had my volume maxed out but still had a hard time.
