I don't think Toby will leave. He'll see how happy it makes Michael and then refuse to leave. It's the ultimate payback! Besides, Toby can't leave Scranton. He has a daughter and he wouldn't move far from her.

if toby leaves, the next HR rep has to still be hated by michael, and it has to be either as funny or funnier... that'll be tough.
