I think Joker does love Harley, but is just too scared to admit it to anyone, even himself. In the episode of Batman: The Animated Series, "Beware the Creeper", in the scene where Harley was in the pie, he seemed in a trance like state and would have probably done something different if the Creeper wasn't stealing his act.
