In S1, not so much., until he starts working with Clarke instead of against her. After that he's a great leader.

He's good at getting people to follow him and do what he wants, so he's a good leader in that sense, but the choices he actually makes as leader are really shit. He needs Clarke around to keep him in check because otherwise he is a disaster.
