My favorite thing in the Teenage Mutant Ninja Turtles franchise is the villains. The turtles have both threatening and silly villains to constantly deal with. This list is about the antagonists that I like the most.

He is 1 of the funnest characters in the TMNT franchise, because of his amusing scenes with Shredder and his amazing voice. Any version TMNT that doesn't have him is doomed to be not very good.
