The 66 seals in episode "Death Takes A Holiday"

Well i started reading Supernatural Wiki and in the 66 seals category not all of them were broken. I know wiki isn't always true but I thought ALL the seals had to be broken for Lu' to rise.

I'm not sure if this answers your question, but remember Anna said that there were about 600 seals and only 66 had to be broken. Maybe it just listed some of them.
