Is the mother of all an actual legend?

Yes and no. Eve herself doesn't exist in any mythological or folklore tales, however, the archetype she represents – Mother of All Monsters/Evil – can be found in quite a lot of different cultures, e.g. Greek (Echidna), Jewish (Lilith) and Babylonian (Tiamat.)
