Good Question, I have been wondering that myself. Since season four. If Bobby had the panic room why wouldn’t he offer it to Dean. Bobby did say that it was Demon proof, ghost proof, why wouldn’t it be Hellhound proof?
I don’t think he built in while Dean was in Hell. Bobby didn’t do much of anything while Dean was gone. But you never know. But I had been thinking about that myself too…

yeah, i didnt know it existed then, or if it was hellhound proof....we only know it is spirit and demon proof :/ good q though
I think the joking way he said he had a weekend off was meant to say he had been working his butt off on it and must have just recently finished it. If he had it sooner he would have put Dean in it.
I think him building it while Dean was in Hell is a good explanation, because if he'd had it before, surely at some point one of the boys would have found out about it, with all the time they'd spent there. Also, he never actually said he didn't do anything during the time Dean was gone, did he? He probably may not have done much hunting though, and staying around home working away on the room seems like a likely thing for him to have done- maybe it was sort of therapeutic or something, or something he felt driven to do because of the recent events.
