It has to be someone in Mr. Garrison's class, and someone Cartman accused of being Mysterion throughout the episode.
In the episode "Summer Sucks", we see that Stan has access to fireworks/firecrackers through his Uncle Jimbo. That explains why Mysterion had them.
Professor Chaos said it had to be either Stan or Kyle. It is pretty obvious that it isn't Kyle, since Mysterion was talking to him.
Mysterion seems to know a lot about the boys (eg, that Cartman is fat, that Cartman hates Kyle, that Kyle is the smartest kid in class).
It's not Clyde, because he is a wuss and he cries all the time. We learned that Craig doesn't like adventures in "Pandemic". And it's been speculated that Kenny is too poor to afford a costume.
And if you watch the deleted ending, you see that Kyle is in jail. The real Mysterion comes up and says that he didn't need to take the fall for him. When Kyle asks for his identity, he shows him, and Kyle is completely shocked. This was an appropriate response for seeing that Mysterion is someone close to him, like Stan.
