Does Shadow love anyone as a sibling? From what I've seen, Maria's the only person he's loved as a sibling, since he pretty much 'grew up' with her. So I don't think he loves anyone as a sibling.
Does he love any of his friends? Omega and Rouge are his friends, but I don't think he loves them (since they just met in Sonic Heroes, this is regarding that Shadow lost his memories from SA2 and Sonic Battle didn't happen). Some people, as I've said before, think that he loves Rouge romantically because of hints within the games. But please remember that these are HINTS (meaning that not everyone will percieve these 'hints' as a romantic connection between the two) not facts.
On the picture of Shadow kissing Rouge? There's tons of Shadouge fanart on the internet. But if this looked like a Sonic X screenshot then I'm very confident that this is not a screenshot from the show and rather an edited screenshot or fanart which mimicks the show's art-style.
