Well, I don't know, but in Bravo Dooby Doo(it was a crossover episode where scooby meets johnny bravo, you can watch it on youtube) it was pretty suspicious that Fred and Daphne were "searching for clues" in the basement while everyone else was getting chased by the monster.
Defenitally! Because in that episode of What's New, scooby Doo?, Velma's cousin Mell seems attracted to freddie and Daphne starts acting jealouse and saying that she's the monster. [though she probally really think that she's really it]
