Second, transforming into a werewolf is very painful. Transforming into an animagus is not painful when done correctly. Third, werewolves can barely control themselves around humans. A werewolf could kill their best friend without knowing it. Fourth, you cannot decide when you transform into a werewolf unlike an animagus. Simply, being a werewolf isn't fun at all.
