It depends on the situation, but the more wise move is peace.
Such as discussing matters because if I always go to war, my army is bound to be caught and tricked, or they might get tired and be easily maneuvered and destroyed. Although peace might not always work, it's still the best move.
So both, since it can switch alternately according to the situation, but as I said before, I'm more likely to use peace more often.
