Powerpuff Girls Question

Do you think Rainbow the Clown deserved to go to jail?

I just saw this episode today and it got me thinking. Did he really have to go to jail? I personally think he shouldn't have. I mean, the bleach was what turned him to Mr. Mime, Rainbow was never evil to begin with. But I'd like to hear your opinion! :)
